Climate pressure on regional infrastructure

Extreme weather events are placing growing pressure on regional infrastructure across Australia. For a Northern NSW local government responsible for a vast rural area spanning seven villages and more than 7,000 residents, repeated flooding events had accelerated the deterioration of key transport routes. Roads and bridges essential for daily travel, freight movement, and emergency access were becoming less reliable, raising safety concerns for the community and threatening regional connectivity.

The local government responded with a proactive infrastructure upgrade program aimed at restoring damaged roads and improving long-term resilience to future climate events. To keep projects moving at pace, the program required a coordinated set of environmental approvals that could support multiple priority works across the region without unnecessary delay.

At the centre of this challenge was the need to deliver 24 Review of Environmental Factors (REFs) efficiently and consistently, with a clear understanding of local environmental values.

A regional, team-led approvals approach

Onterris was engaged to provide a comprehensive approvals solution, drawing on strong regional experience and an understanding of local government delivery pressures. From the outset, Onterris team members focused on building practical knowledge of the sites and the communities they serve. During the tender phase, the team conducted site inspections at targeted locations to understand on-ground conditions and community needs. A complementary REF was also prepared to clearly demonstrate approach, quality, and responsiveness.

Once appointed, Onterris conducted further site inspections across the remaining locations. This early investment in fieldwork enabled the team to move quickly while maintaining technical accuracy and local relevance. Rather than treating each project in isolation, Onterris applied a regional-scale assessment methodology. This approach streamlined the environmental assessment process and ensured consistent decision-making across all 24 projects.

Spending time out on site early made all the difference. It helped us understand the real challenges these communities face and the environmental aspects and impacts, allowing us to deliver approvals that were practical, timely, and ready to support the rectification of the damaged infrastructure.

Each REF carefully identified potential environmental risks, including impacts on waterways, threatened aquatic species, erosion hazards, and broader ecological values. The assessments also outlined clear safeguards and mitigation measures, enabling the local government to proceed with construction confidently while protecting sensitive environmental receptors. By aligning technical assessment with practical delivery needs, Onterris supported informed decision-making without adding unnecessary complexity or delay.

Clear communication and collaboration were central to the project’s success. Onterris worked closely with local government personnel to maintain momentum, respond quickly to emerging questions, and adapt documentation as needed to reflect site-specific conditions. This partnership helped keep approvals moving in parallel with planning and procurement, allowing critical works to progress when they were most needed.

Faster delivery, safer roads, stronger communities

The result was a complete set of environmental approvals delivered in under six months, enabling a coordinated regional infrastructure response. The upgraded roads and bridges will improve safety and reliability for residents, strengthen connectivity between communities, and support economic activity across the region. Equally important, the project demonstrated that thoughtful environmental planning could reinforce climate resilience without compromising ecological values.

For the local government, the project provided certainty amid environmental and operational pressures. For the communities it serves, it delivered safer, more reliable access across a challenging and changing landscape.
